Xuzhou, China – July 8, 2026 – Mr. Liu Yu, General Manager of Xuzhou Zm-Besta Heavy Steel Structure Co., Ltd., and Mr. Peng Zheng, Executive President of the Hunan China-Africa Economic and Trade Promotion Council (CAETP), officially signed a strategic cooperation agreement.
The two parties will hold joint discussions on African infrastructure development, with a focus on prefabricated construction, Building Integrated Photovoltaics (BIPV), and industrial plant construction to accelerate Xuzhou Zm-Besta’s market expansion across Africa.

Xuzhou Zm-Besta has mature expertise in steel structures and prefabricated construction. CAETP holds strong competitive edges in aligning with African policies and accessing local project resources. This partnership will realize complementary strengths in regulatory compliance and product technologies.
Under the agreement, the two sides will establish a regular information sharing mechanism to sync up on infrastructure policies and bidding updates from all African countries. For industrial parks, people’s livelihood projects, and energy initiatives, they will roll out a one-stop “regulatory compliance + product supply + engineering implementation” solution. For specific project execution, flexible models including EPC consortia, specialized subcontracting, and equipment supply will be adopted.
The two parties have agreed to prioritize three flagship pilot projects in the near future:
1、Overseas pilot project for steel structure and prefabricated building applications
2、Mobile PV-storage power stations targeting off-grid regions in Africa to address local power supply gaps
3、Development of modern industrial parks and warehousing & logistics hubs
They also plan to jointly promote the “China-Africa Integrated Green Construction & New Energy Solution” at international platforms such as the China-Africa Economic and Trade Expo, to drive the adoption of Chinese standards across Africa.

As an enterprise listed on the Beijing Stock Exchange (BSE) and a National “Little Giant” Enterprise (Specialized, Sophisticated, Distinctive and Innovative SME), Xuzhou Zm-Besta operates six major production bases. It boasts globally leading BIPV technological achievements and eight core technology systems, with 30 domestic invention patents and 3 overseas patents granted – all serving as the solid foundation for this strategic partnership with CAETP.
This strategic collaboration marks a key milestone in the dual export of China’s green infrastructure technologies and standards. As pilot projects move from blueprint to reality, Xuzhou Zm-Besta and CAETP are turning Africa’s long-standing pain points of “regulatory compliance barriers, unstable power supply, and inefficient construction” into replicable China-led solutions.
